Isaiah 10:1-34
Nations are ultimately under God’s rule. His desire is for leaders to benefit the people. But, when those in authority rob the people of justice, and take from the poor, God will use other nations to go against them. God’s hand is always outstretched when the people cry out to Him in their brokenness.
